Rúiseach ceaptha ina Oifigeach Pleanála Teanga do Chiarraí Theas/Russian native, Dr Victor Bayda, appointed as Irish Language Planning Officer for South Kerry Gaeltacht

Tá sé fógartha ag Comhchoiste Gaeltachta Uíbh Ráthach, go bhfuil an Dr. Victor Bayda ceaptha mar Oifigeach Pleanála Teanga i gCiarraí Theas.  Is ón Rúis ó dhúchas don Dr. Bayda, áit a raibh sé mar léachtóir le Gaeilge in Stát-Ollscoil Lomonosov Mhoscó le suas le cúig bliana déag. Is é an deichiú oifigeach pleanála teanga atá ceaptha faoin Phróiseas Pleanála Teanga sa Ghaeltacht.

Tá aistir ar leith curtha dhó ag Victor ní hamháin ó Mhoscó go hUíbh Ráthach ach turas teanga chomh maith áit ar chur sé suim mhór i dteangacha in aois a trí bliana déag agus go háirithe teangacha ceilteacha. Bhí an Bhreatnais agus Gaeilge na hAlban mar ábhar spéise aige ach is sa Ghaeilge is mó a léirigh sé suim. Fiú agus é ag staidéar Isiltíris in Stát-Ollscoil Lomonosov Mhoscó ba sa nGaeilge a bhí a chroí agus thug sé faoi staidéar dochtúireacht sa Ghaeilge. Chaith sé tréimhsí in Éirinn, i gColáiste na Tríonóide agus i nGaeltacht Chonamara, ag foghlaim na teanga agus bhain amach líofacht le tacaíocht an phobail sa Spidéal agus in Acadamh na hOllscolaíochta Gaeilge ar an gCeathrú Rua.

Beidh sé mar dhualgas ar an Dr. Bayda feidhmiú an phlean teanga do Limistéir Pleanála Teanga Chiarraí Theas a chur i bhfeidhm i gcomhair le heagrais agus pobal an cheantair sna blianta seo romhainn. Roghnaíodh Comhchoiste Ghaeltacht Uíbh Ráthaigh mar Cheanneagraíocht na pleanála teanga i nGaeltacht Chiarraí Theas i ndeireadh na bliana 2014. Ceadaíodh a bplean i dteanga ag tús 2018 agus tá maoiniú de €100,000 ceadaithe dóibh chun tacú le feidhmiú an Phlean.

Deir Victor Bayda ar a cheapachán, “Onóir agus pribhléid mhór dom a bheith ceaptha mar Oifigeach Pleanála Teanga anseo i gceantar álainn Chiarraí Theas. Táim fíor bhuíoch as an fháilte atá curtha romham chuig an gceantar le cúpla lá agus táim ag tnúth go mór le tosú ag obair leis an bpobal chun an Ghaeilge agus an ceantar seo a chur chun cinn. Tá dúshlán mór romhainn cinnte ach tá sé rí thábhachtach fócas dearfach a choinneáil ar cheantar Uíbh Ráthach agus na deiseanna atá ag an gceantar a thapú sna blianta atá romhainn.”

Tá roinnt blianta spéisiúla romhainn i gCiarraí Theas le Plean Gnímh Tascfhórsa Uíbh Ráthach atá le foilsiú go luath chomh maith le feidhmiú an phlean teanga seo. Caithfear tabhairt faoi na dúshláin seo ar bhealach éagsúil nuálaíoch agus sin a bheidh á dhéanamh againn sna blianta atá romhainn.”

Comhchoiste Gaeltachta Uíbh Ráthach have announced that Dr. Victor Bayda has been appointed as the Irish Language Planning Officer for the south Kerry Gaeltacht. Dr. Bayda, a native of Moscow, Russia, was a lecturer of Irish in the Lomonosov State University in Moscow for 15 years. He is the tenth Irish language planning officer that has been appointed under the language planning process in the Gaeltacht in recent months.

Victor has completed a significant journey not only from Moscow to Uíbh Ráthach but a linguistic journey also where he displayed a huge interest in languages at the age of thirteen and especially celtic languages. Although Welsh and Scots Gaelic piqued his interest it was the Irish Language that grabbed his full attention. Even while studying Dutch in Moscow Lomonosov State University his heart was in the Irish language and he subsequently undertook a doctorate in Irish. Victor spent periods in Ireland, in Trinity College and in the Conamara Gaeltacht, learning the language and he achieved fluency with the support of the community in An Spidéal and in Acadamh na hOllscolaíochta Gaeilge in An Cheathrú Rua in County Galway.

Dr. Bayda will be responsible, in collaboration with the community and organisations in the area, for the implementation of an Irish Language Action Plan that has been prepared for the South Kerry Language Planning Area. Comhchoiste Ghaeltacht Uíbh Ráthaigh were chosen as the lead organisation for Irish Language Planning in the South Kerry Gaeltacht at the end of 2014. The language plan they prepared with the support of the community was approved in early 2018 and funding of €100,000 has been approved to support the implementation of the plan.

Victor Bayda referred to his appointment, “It is a privilege and a honour for me to be appointed as an Irish Language Planning Officer for the picturesque area of south Kerry. I am extremely grateful for the warm welcome I have received over the past few days and I am looking forward to starting to work with the community to promote not only the Irish Language but the area itself also. We have significant challenges ahead certainly but it is very important to keep a positive focus on the Uíbh Ráthach area and to grasp all opportunities presented to the area has with both hands in the years ahead.”

We are delighted that he showed an interest in undertaking the challenge of Irish language planning here in Uíbh Ráthach. There are some very interesting years ahead of us here in south Kerry with the imminent publication of the Interagency Taskforce Action Plan for Uíbh Ráthach as well as the implementation of the Irish Language Action Plan. The challenges must be faced in different innovative ways and that is what we undertake for the years ahead.”
